Constance (Connie) Otey was born and raised in Roanoke, Virginia to the late Thelma Louise Otey Constance attended Roanoke city schools, and later turned life over to Christ at an early age. She was employed several places throughout the Roanoke Valley until her illness. Connie was her nickname, but she was Mama to all that knew her.

Constance was proceeded in deaf by her mother Thelma Louise Otey, daughter, Wanda, Michelle, Otey, Sisters Catherine, Johnson, and Gloria, Motley, and Thelma Jenkins and Lifetime partner, Alfred Worley.

Those left to cherish her memory are her three beautiful children, Rico Otey, Lewis(Destiny) Otey, and Shantelle (Jermaine) Otey Day, eight wonderful, grandkids, seven great grandkids, one surviving Loving sister Patricia Williams, who she adore and a host of other relatives and friends.
