RACINE - Jean Binns Rateliff, age 87, passed away on April 28, 2015 in Racine, Wisconsin after a long illness. Her daughter, Carol was at her side. She was born on July 8, 1927 in Cleveland, Ohio to Lillian and Raymond William Metzger. She was married to Jack E. Binns in 1947 until his death in 1992. She remarried in 1996 to Tom Rateliff in Ponca City, Oklahoma.  Jean was a consummate mother and homemaker. She was an advanced seamstress and enjoyed quilting, upholstering, furniture refinishing, decorating, cooking, painting, drawing, dancing and playing games.  She was preceded in death by her parents, two brothers, Robert and Raymond "William" Metzger; husband Jack E. Binns; husband, Tom Rateliff, and one daughter, Amy (Keith) Woodsby.  She is survived by her daughters, Carol (Richard) Kamenar of Racine, Wisconsin; Barbara (Steve) Frederick of Anchorage Alaska; one Grandchild, Garret (Kristin) Kamenar; two Great-grandchildren, Jack and Laura Kamenar; sister, Ann Scott; sister-in-law Vivian Metzger and numerous nieces and nephews. A memorial service is planned for a future date in Racine, Wisconsin.  In lieu of flowers, memorial donations can be made to "Wheaton Franciscan Healthcare Foundation" or to the "Parkinson Disease Foundation".
