CLINGER JULIA WHITLA CLINGER (Age 85) "Judy" Of Alexandria, VA and Chautauqua, NY died on November 22, 2016 at INOVA Alexandria Hospital. Judy was born on February 3, 1931 in Sharon, PA to the late William Forker and Eleanore Thorp Whitla. She graduated from the Masters School, Dobbs Ferry, NY in 1949 and then from the Connecticut College for Women in 1953 with highest honors, Phi Beta Kappa, with a degree in English. In 1951, Judy married William Floyd Clinger, Jr. of Warren, PA, who, after practicing law in Warren, was elected to the U.S. House of Representatives, where he served from 1979 to 1997. Judy was active in her community, serving on a number of boards, including the Family Services and Children's Aid Society of Warren, the International Club of Washington, DC and as treasurer of the Congressional Wives Task Force. Her happiest times were spent in Chautauqua, NY, where she and her family lived in the summer months. There, she attended lectures, concerts, operas and plays, and was a member of the Chautauqua Literary and Scientific Circle and the Bird, Tree and Garden Club. Judy was the beloved wife of William Floyd Clinger, Jr.; loving and devoted mother of Eleanore (Greg) Miller, William Clinger, III, James (Catherine) Clinger and Julia Clinger; and proud grandmother of Sara and Juliet Miller, Charlotte and Jane Clinger, and Boulton, Porter and William Yanhs. A Memorial Service will be held in July in Chautauqua, NY.
