Louise was born on January 1, 1950, in Pikeville, North Carolina, to the late Robert and Mary Artis. She grew up in Pikeville, where she developed a strong sense of community and nurtured lifelong friendships. From a young age, Louise showed an innate curiosity and love for learning, which proved to be a driving force behind her many accomplishments.


After graduating from Pikeville High School, Louise pursued a degree in education at the University of North Carolina at Chapel Hill. She had a passion for teaching, and her dedication to her students touched countless lives throughout her career. Louise was known for her ability to inspire and motivate her students, and she instilled in them a love for education that would transcend the classroom.


In addition to being a dedicated educator, Louise was also deeply committed to her family. She married her high school sweetheart, David Artis, on June 15, 1972, and together they created a loving and nurturing home for their two children, Emily and William.
