Otto was born on March 12, 1953, to parents Michael and Evelyn Flowers, in Paola, Kansas. He grew up in Paola, where he spent most of his life, and became a beloved member of the community.
As a child, Otto was known for his infectious energy and curiosity. His parents describe him as a happy child who was always eager to learn new things. In high school, Otto became interested in science and technology, which led him to pursue a degree in engineering at the University of Kansas. After graduation, he went on to work as an engineer at a local manufacturing company, where he spent the rest of his career.
