He was a 2012 graduate of The Woodlands High School and was completing his studies at Texas Tech University in Lubbock. The Texas Tech school flag will fly at half-staff on Monday, February 6 in his honor. Quinn was a lover of life. He cherished his family, his many dear friends, his teammates and their families, and his dog, Moose.

His sports endeavors were extremely important to him. Quinn taught himself how to rollerblade at the age of 2 and began inline and ice hockey at age 6, soon deciding that he would be a goaltender. He played for many inline hockey teams and was especially proud of the accomplishments of Team Chaos, winning two national championship tournaments. Quinn also represented Texas twice in the State Wars Inline Hockey National Championship. Quinn played ice hockey for the Houston Hitmen for seven wonderful seasons. He was a member of The Woodlands High School varsity ice hockey team, winning the City Championship his senior year.

Through junior high and high school, Quinn played football as a linebacker for The Woodlands. He found his sports passion in junior high school when he was introduced to rugby and began playing for The Woodlands Rugby Club. His team's devotion to the game culminated in winning the State High School Championship in 2012, their senior year.

Quinn began college at Louisiana State University before transferring to Texas Tech University in 2013 to continue his education as a Red Raider. He was a member of the Sigma Phi Epsilon Fraternity and played on the Texas Tech Rugby Team, serving as captain of the team this season.

He was most passionate about his many dear friends and loved to spend time with them. Quinn was known by all who met him as kind, funny, passionate, and fiercely loyal to his friends and family.

Quinn is preceded in death by his grandfathers John A. Bartlett and John P. Noel, Jr. He is survived by his parents, John P. Noel III and Susan Bartlett Noel; his grandmothers, Betty M.
