Richard Randolph PowersClarksville, TNRichard Randolph Powers, age 92, passed away on Sunday, January 22, 2017, at Tennova Healthcare of Clarksville.Celebration of Life Service will be held on Wednesday, January 25, 2017, at 2:00 p.m. at the Neal-Tarpley-Parchman Chapel, with Rev. Steve Lannom officiating. Visitation will be held on Wednesday, January 25, 2017, from 11:00 a.m. until the hour of service at the funeral home. Burial will be at Greenwood Cemetery.Mr. Powers was born on January 24, 1924, in Clarksville, TN, the son of the late John Randolph Powers and Lula O'Neal Powers. He was also preceded in death by his wife, Mary Marks Powers. He was a lifelong resident of Clarksville, a graduate of Clarksville High School, and attended Austin Peay State University and U.T. Martin. He operated Powers Window Company until 1974 and later was a real estate broker until retirement in 1983.Mr. Powers was a City Councilman for eight years, from 1956-1964. He served under four mayors, Paul McGregor, Bill Barksdale, Bill Edmondson, and Charles Crow. He was a County Commissioner for twenty-five years, from 1969-1994. After Montgomery County was reapportioned, he served under four County Executives, Billy Beach, Paul Lyle, Joel Plummer, and Robert Thompson. He served on various committes and boards to include, Budget, Juvenile Girls Home, Nursing Home, Airport, Roads, and was a past chairman of the Clarksville-Montgomery County Regional Planning Commission and served on the board for thirty years.Mr. Powers was past charter president of the Hilldale Civitan Club, member of Masonic Lodge #89, the American Legion, and VFW. He was a World War II Merchant Marine Veteran and a longtime member of First Baptist Church of Clarksville.He is survived by three sons, Richard Randolph "Ran" (Lisa) Powers, Jr. of New Baden, IL, Albert Marks Powers of Dallas, TX, and William Spencer "Bill" (Fran) Powers of Clarksville, TN; brother, John T. Powers of Clarksville; and six grandchildren, William "Spence" Powers, Jr., Elizabeth Adele Powers, Sidney Louise Powers, Seth Randolph Powers, Albert Henry Powers, and Nathan Charles Powers.Honorary pallbearers will be Albert Marks, Bill Peacher, Tom Vaughn, Larry McMillan, Mac Norman, John Halliburton, Sidney Johnson, Pat Powers, Spence Powers, Seth Powers, and Nathan Powers.In lieu of flowers, donations may be made to the Montgomery County Public Library, 350 Pageant Lane, Suite 501, Clarksville, TN 37040.Arrangements entrusted to Neal-Tarpley-Parchman Funeral Home, 1510 Madison Street, Clarksville, TN 37040.
